e%20of%20exclusion%3A%20the%20changing%20nature%20of%20immigration%20in%20Cyprus%20and%20Malta%22%2C%22creators%22%3A%5B%7B%22creatorType%22%3A%22author%22%2C%22firstName%22%3A%22Cetta%22%2C%22lastName%22%3A%22Mainwaring%22%7D%5D%2C%22abstractNote%22%3A%22At%20the%20heart%20of%20the%20Mediterranean%20crossroads%2C%20lie%20two%20islands%20that%20bridge%5CnNorth%20and%20South%2C%20islands%20that%20will%20undoubtedly%20continue%20to%20experience%20flows%5Cnof%20migrants%20and%20refugees%2C%20like%20the%20ones%20that%20have%20caused%20such%20a%20furore%5Cnduring%20the%20last%20decade.%20Malta%20and%20Cyprus%20were%20admitted%20into%20the%20European%5CnUnion%20%28EU%29%20in%202004%2C%20a%20fact%20that%20has%20greatly%20affected%20the%20type%20of%20migration%5Cnthey%20are%20both%20experiencing%20and%20the%20related%20policy%20responses.%20Moreover%2C%20they%5Cnlie%20between%20the%20shores%20of%20rich%20Europe%2C%20with%20its%20declining%20birth%20rates%20and%5Cnconsequent%20labour%20shortages%2C%20and%20poor%20Africa%20with%20its%20burgeoning%20jobless%5Cnpopulation%2C%20visible%20demarcations%20of%20the%20North-South%20divide%20and%20the%20related%5CnSouth-North%20migration%20routes%20into%20the%20EU.%20Their%20geographic%20location%20now%5Cnmeans%20that%20they%20are%20lucky%20enough%20to%20be%20considered%20part%20of%20%5Cu201cEurope%5Cu201d%2C%20but%5Cnmust%20also%20bear%20the%20consequences%20as%20their%20borders%20have%20been%20redefined%20as%5Cnexternal%20EU%20borders%20in%20need%20of%20fortification%20and%20control.%5CnThis%20paper%20is%20a%20comparative%20analysis%20of%20how%20Malta%20and%20Cyprus%20are%20coping%5Cnwith%20their%20new%20migration%20realities%20as%20member%20states%20on%20the%20European%5CnUnion%5Cu2019s%20southern%20periphery.%20I%20will%20first%20discuss%20what%20the%20two%20islands%20have%20in%5Cncommon%20and%20where%20they%20differ%20in%20terms%20of%20migration%20and%20the%20responses%20to%5Cnthis%20relatively%20new%20phenomenon%20for%20countries%20historically%20known%20as%5Cncountries%20of%20emigration.%20Where%20can%20lessons%20learnt%20be%20shared%20and%20what%20does%5Cneach%20of%20these%20countries%20have%20to%20gain%20from%20the%20experience%20of%20the%20other%3F%20This%5Cndiscussion%20will%20be%20framed%20within%20the%20accession%20of%20the%20two%20states%20to%20the%20EU.%5CnAlthough%20part%20of%20the%20rich%20club%2C%20they%20are%20also%20minor%20political%20players%20within%5Cnthe%20Union%20and%20therefore%20hold%20little%20power%20to%20affect%20the%20type%20of%20migration%20and%5Cnasylum%20policies%20they%20are%20obliged%20to%20enact%20as%20member%20states.%20Indeed%2C%20as%5Cnmembers%2C%20they%20are%20now%20not%20simply%20facing%20new%20forms%20of%20migration%2C%20but%20have%5Cnalso%20been%20placed%20in%20the%20difficult%20position%20of%20acting%20as%20gatekeepers.%20In%20this%5Cncontext%2C%20EU%20policies%20and%20directives%20have%20impelled%20them%20to%20adopt%20increasingly%5Cnrestrictive%20migration%20policies.%22%2C%22date%22%3A%222008%22%2C%22section%22%3A%22%22%2C%22partNumber%22%3A%22%22%2C%22partTitle%22%3A%22%22%2C%22DOI%22%3A%22%22%2C%22citationKey%22%3A%22%22%2C%22url%22%3A%22https%3A%5C%2F%5C%2Fwww.gla.ac.uk%5C%2Fschools%5C%2Fsocialpolitical%5C%2Fstaff%5C%2Fcettamainwaring%5C%2F%22%2C%22PMID%22%3A%22%22%2C%22PMCID%22%3A%22%22%2C%22ISSN%22%3A%221015-2881%22%2C%22language%22%3A%22en-GB%22%2C%22collections%22%3A%5B%5D%2C%22dateModified%22%3A%222018-08-21T11%3A19%3A54Z%22%7D%7D%5D%7D
